This section will provide you with all public information about the Brightwater Place HOA.

To satisfy Florida Statute 720, which requires all Home Owner Associations with more than 100 parcels to post certain documents online, we included links to these individual documents.

The HOA is responsible for managing, maintaining, and regulating the common areas, amenities, and properties within the community. The legal definition and framework for HOAs in Florida are primarily governed by the Florida Statutes, particularly Chapter 720, which is known as the “Homeowners’ Association Act.”

Key aspects of the legal definition of an HOA in Florida include:

  1. Governing Documents: An HOA is typically established through a declaration of covenants, conditions, and restrictions (CC&Rs), bylaws, and articles of incorporation. These documents outline the rights and responsibilities of the HOA and the homeowners.
  2. Mandatory Membership: In most cases, homeowners within the community are required to be members of the HOA and must comply with the association’s rules and regulations. Membership is usually automatic upon purchasing a property within the community.
  3. Authority: The HOA has the authority to enforce the community’s covenants, rules, and regulations, collect assessments (fees) from homeowners, and maintain common areas and amenities. The HOA may also have the power to impose fines or take legal action to enforce compliance.
  4. Board of Directors: The HOA is typically managed by a board of directors elected by the homeowners. The board is responsible for making decisions on behalf of the community, managing finances, and ensuring that the association operates according to its governing documents.
  5. Assessments and Fees: Homeowners are required to pay regular assessments (dues) to the HOA to cover the costs of maintaining common areas, amenities, and other community services. Special assessments may also be levied for significant repairs or improvements.
  6. Regulation: HOAs in Florida are regulated by Chapter 720 of the Florida Statutes, which provides guidelines on governance, meetings, records, disputes, and other aspects of HOA operations.

What legal framework governs HOAs ?

In Florida, a HOA is governed by Florida Statute 720, which delegates certain regulations to the association’s by-laws and covenants.

By-laws govern the operations of the HOA organization, and covenants govern the behavior and property use of the residents (external).

Brightwater Place HOA Board of Directors

According to the BWP by-laws, the BWP HOA Board of Directors is elected during the annual meeting in January. All residents are encouraged to attend the annual meeting to ensure a quorum of 30% can be reached. If residents cannot attend in person, they are encouraged to designate a proxy that can cast a vote on their behalf.

Each director serves a term of 3 years. If a board member has to step down, the vacant position will be filled as quickly as feasible. The new board member will serve for the remaining term until the next election.

There are four officers on the Board of Directors: President, Vice-President, Secretary, Treasurer

To comply with legal requirements, all directors complete their annual continuous education and keep the required certificates current.

My name is Susanne Klingberg (though you’re welcome to call me Susie). I’m a resident of Brightwater Place and moved here with my family in 2022. Originally from Germany, we immigrated to the United States in 2010 and quickly fell in love with Florida. After many years in West Palm Beach and Las Vegas, we chose BWP as our home, drawn by its proximity to Sanford Airport, which is ideal since my husband, Andreas, is a flight captain and instructor at Allegiant Air. But as soon as we saw the beautiful community and stunning Lake Eustis, we knew this was the perfect place for us. As a lifelong artist and muralist, I’m fortunate to work from almost anywhere. We have three daughters (17, 20, and 23) attending local schools and colleges, and our son lives in Orlando with his fiancée. We love having our family close by and often enjoy boating, crafting, cooking, and making new friends together. I’m proud to serve our community and look forward to helping make BWP a happy, welcoming place for everyone.

I was born and raised in Orlando, Florida, and graduated from the University of Central Florida with a degree in Business Marketing in 2012. Currently, I work for a vitamin company located in Sanford. My family and I moved to Brightwater Place in 2017, having previously lived in Lake Mary. My wife, Emily, and I are blessed with two children: our seven-year-old son, Anthony, and our three-year-old daughter, Gianna. We also have an 11-year-old dog named Gotti, who’s been a part of our family for a long time. In my free time, I enjoy football, basketball, riding dirt bikes, and just about anything involving water.

Simon Meelich

Hey everyone 👋,I joined the board as Secretary at the end of 2024, inspired by the incredible work accomplished by previous board members. This community and its residents are truly wonderful. When I first moved here in 2020, I was amazed by how welcoming everyone was, and I knew I wanted to give back and do my part to help keep this place so special.
I was born and raised in Austria, moved to New England in 2006 for work, and started visiting Florida frequently for vacations. In 2020, some friends from Orlando invited me to stay with them, and by pure chance, I discovered my future home here in Brightwater Place. I instantly fell in love with the area and this community—and the rest is history.
In my spare time, you can usually find me volunteering with one of our many committees, tinkering with home automation projects (yes, I’m THAT geek 🤓), or taking my Mustang out for a nice road trip.

Cathy Levendoski

I currently serve as Treasurer and have lived in Bright Water Place since 2013. My husband, CJ, and I own and run a marketing agency and have two daughters — one at West Point Military Academy and one at Eustis High School — and one Border Collie named Jazz.

In my free time, I love all water sports on Lake Eustis, hitting the Florida beaches, exploring Downtown Mount Dora, and de-stressing with yoga.

Carm Moceri

Board Member

Carm Moceri and his wife, Michelle, moved to Bright Water Place in May of 2023 and recently celebrated their 30th anniversary. They have three daughters (Sabrina, 28, living in Michigan and is soon to be married, Kayla, 26, currently living in Banff, Canada, and serving as a chef at an art institute, and Ella, 22, is an esthetician residing with them in Florida).

A native of Michigan, Carm received a bachelor’s degree in nursing from Mercy College of Detroit and then attended the University of Michigan in Ann Arbor, completing a master’s degree in Health Services Management and Policy.

He is a Fellow of the American College of Healthcare Executives (FACHE) and has served in various leadership roles in healthcare systems in Michigan, Missouri, Colorado, and California for over 33 years, including vice president of operations, three hospital president roles, and two system chief strategy officer positions. He is a certified executive coach and established Re-Envision Alignment Solution, an executive coaching firm dedicated to helping individuals excel in their personal and professional growth while guiding their organization to achieve long-term success.

Throughout his career, he has served on over ten Boards of Trustees in various roles, including board member, vice president, and chairman of the Board, and is excited to support the community of Bright Water Place as a member of the Board.
